A Fact-Checked Enterprise Guide — Why Smart CIOs Look Past the Sticker Price

For decades, enterprise IT procurement has been dominated by one question: "Which computer costs less upfront?" That narrow focus on purchase price ignores support costs, security exposure, and productivity effects that unfold over a device's life.

Forward-thinking IT leaders instead ask: "What is the Total Cost of Ownership, and which platform delivers the greatest long-term value?"

Multiple independent studies — commissioned by Apple, but built on real enterprise deployment data — suggest Mac deployments can deliver a favorable TCO compared to Windows PCs in many organizations. This guide lays out what the actual data says, clearly attributed to its source and year, rather than blending figures from different studies together.

01  Understanding TCO

TCO is a financial metric capturing the complete cost of acquiring, deploying, supporting, and operating technology over its lifecycle:

        Hardware acquisition — purchase price, accessories, peripherals

        Software licensing — OS fees, application licenses, endpoint security tools

        IT support and management — help desk resources, sysadmin time, troubleshooting

        Operations — energy consumption, downtime, productivity effects

        Security — breach prevention, incident response, compliance

        End-of-life — disposal, recycling, replacement

02  The Forrester Studies: Three Different Reports, Three Different Numbers

Apple has commissioned several Forrester Total Economic Impact™ (TEI) studies over the years. These are frequently conflated in marketing material, so here they are kept separate:

The often-cited "$843 savings, 336% ROI, $101.3 million NPV" trio comes from the 2021 M1-update study, a three-year analysis released shortly after Apple Silicon launched. It is not the same as the most recent (2024) Forrester study, which found:

A composite organization experiences benefits of $76.0 million over five years versus costs of $26.6 million, adding up to a net present value of $49.4 million and an ROI of 186%, with payback in under a year.

⚑ Red flag

Any blog or deck that cites "$843 per device" and "186% ROI" in the same breath is mixing two different studies — treat that as a red flag.

03  Where the 2024 Study's Benefits Actually Come From

Forrester's 2024 study grouped its $76.0 million in five-year benefits into five categories (not four, and not summing to $131.4 million):

        Reduced support and management costs

        Reduced and avoided hardware, software, and energy costs

        Cost savings from reduced risk of a data breach

        Improved employee productivity

        Recovered device residual value

Key assumptions behind the support-cost savings, straight from the study: each PC user files about six support tickets per year at roughly $20 per ticket; Mac users generate 60% fewer tickets, and each Mac ticket costs about 20% less to resolve. The study also assumes one IT FTE can manage about 600 Mac devices versus 300 PCs — a 2:1 staffing advantage.

04  Productivity

The 2024 study introduced specific, measurable productivity figures: employees saved about 45 minutes per month on device startup and updates, and about 55 minutes per month on issue investigation — a combined 100 minutes per month, which Forrester translated into a 3.5% overall productivity gain once fully burdened salary costs were applied.

(The blog's "100 minutes/month" figure is accurate — it's one of the few numbers in the original draft that matched its source correctly.)

05  Security

Security findings evolved across study years and are often overstated when compressed into a single headline number:

The 2019 study found roughly a 50% reduction in breach risk per Mac deployed, translating to about $1.5 million in avoided costs over three years.

The 2024 study found a 15% reduction in general external-attack risk, and separately, a 90% reduction in risk specifically tied to lost or stolen devices.

⚑ Not accurate as a blanket statistic

So "90% reduction in breach risk," used as a blanket security statistic, is not accurate — the 90% figure applies narrowly to breaches caused by lost or stolen hardware, not data breaches overall.

06  IBM's Real-World Deployment Data (Not Forrester)

IBM's Mac@IBM program is separate from the Forrester studies and is frequently the most misquoted source. Here's what IBM's CIO office actually reported, by year:

2015 rollout: with roughly 1,900 Macs deployed per week, one help-desk staffer supported about 5,400 Mac users, versus one staffer per 242 PC users at that time.

2019 research: seven engineers supported 200,000 macOS devices versus 20 engineers needed for the same number of Windows devices (a ~2.86:1 ratio, described by IBM as a 186% increase in support staffing needed for Windows).

2016 update: IBM reported saving $273–$543 per Mac versus a comparable PC over a four-year span.

2019 research also found only 5% of Mac users contacted the help desk, versus 40% of PC users; 27% of PC issues required in-person help versus 5% for Mac.

⚑ Spliced statistic

The commonly repeated "5,400 Mac users per support person vs. 2,000 PC users" statistic doesn't come from a single IBM data point — it splices the 5,400 figure from the 2015 rollout with a PC comparison number that doesn't match any of IBM's published ratios (242, or the later 20-engineers-per-200,000-devices figure). The comparably-sourced, defensible IBM comparisons are the 5,400-vs-242 (2015) and 7-vs-20-engineers-per-200,000-devices (2019) figures above.

 

Separately, Cisco — whose CIO Fletcher Previn also ran IBM's Mac program — reported in 2023 that sales teams using Mac saw a 10.9% increase in bookings and a 9.9% acceleration in deal closure, and engineers on Mac produced 11.5% more code output. These are Cisco-specific, self-reported internal figures, not part of the Forrester studies.

07  Licensing, Deployment, and Built-In Security

These structural points don't depend on a specific study and are broadly well-supported:

        No per-device OS licensing — macOS ships free with every Mac; Windows enterprise deployments typically involve Windows Pro/Enterprise licensing plus, in some environments, CALs for server connectivity.

        Zero-touch deployment — Apple Business Manager lets organizations pre-configure Macs so devices enroll in MDM, install apps, and apply security policy automatically on first boot.

        Built-in security stack — FileVault (full-disk encryption), Gatekeeper (app validation), XProtect (built-in malware signatures), the Secure Enclave (hardware-based key storage), System Integrity Protection, and Notarization are all included at no extra cost, though enterprises frequently still layer third-party EDR tools on top for centralized fleet visibility.

08  The Average Cost of a Data Breach (Correctly Sourced)

The 2024 blog's reference to breach costs was accurate: IBM's 2024 Cost of a Data Breach Report, based on Ponemon Institute research across 604 organizations, found the global average cost of a data breach reached $4.88 million in 2024, a 10% increase over 2023 and the largest year-over-year jump since the pandemic.

09  Figures That Could Not Be Verified

Being transparent about the limits of this fact-check — the following claims from the original draft are plausible but could not be confirmed against a primary source, so they should be treated as unverified rather than cited as fact:

⚑ Unverified

"56% lower energy consumption" for Apple Silicon Macs vs. comparable PCs (the 2021 M1-update study did cite M1 Macs using about 75% less energy than PCs, versus roughly 50% less for Intel-based Macs — a different figure than "56%"); specific boot-time and shutdown-time comparisons (15–30 seconds vs. 1.5–2.5 minutes, etc.); "4–5 year Mac lifespan vs. 3–4 years for PCs" and "Macs retain ~30% residual value vs. ~15% for PCs" as universal industry figures.


 

10  The Bottom Line

The direction of the argument holds up: multiple independent studies across more than a decade — Forrester's 2019, 2021, and 2024 TEI reports, plus IBM's and Cisco's internal deployment data — consistently find Mac fleets can produce support-cost savings, higher measured productivity, and stronger baseline security posture than comparable Windows deployments, despite a higher upfront hardware price. That is a real, multi-source pattern.

But the specific numbers matter, and they are not interchangeable across studies. The most defensible, correctly-attributed figures are:
